A Free City is a city that does not belong to the New Eladric Empire. This is officially characterised as being a member of the Independence Treaty, which was signed in Anno 685 NP. The terms of this treaty dictate that each Free City must come to the defence of another, should the New Eladric Empire attack. This has resulted in the Free Cities becoming the second largest bloc in Soleil.
