Formed in Anno 1 NP, the High Council was an elected group of noblemen who ran Solace. They were eventually removed from power in Anno 706 NP.
The High Council was loyal first and foremost to The Patricians, as only they could vote and run for office. This caused a great deal of resentment from the lower classes, as they saw the High Council not fairly representing their needs.
